No, in English that is refferred to as a tie . A Cravat is something completely different, a scarf is something completely different again. And tie in German translates as "die Krawatte" oder "die Schlips".

A cravat is an old garment rarely worn in modern fashion. A scarf keeps your neck warm in the winter and a tie is worn with a shirt for smart occasions.
