Well something that isn't first quality & meets the quality/standards set by the manufacturer.
Not enough stitches per inch, misprinted graphics, dodgy seams etc. LOADS of things mean it could not pass the inspections. I think companies (well some at least) used to mark them some how - dyed label, cut label etc. Don't see this anymore.
Stuff I had from Yoox, off centre printed graphics, creased leather, pockets stitched up, off centre seams...
