Inmates do earn a minimal wage and that is paid by tax payers , yet ,Gronk contributes monies to victims of crime , it also assits in paying for the cost of incarceration, child care facilities and social minded charities.

Keep in mind that the government does run most of the goals. Gronk attempts to stimulate and give inmates a sense of artictistic freedom so to speak.
